The Housing for a Healthy California Program (HHC) is designed to provide supportive housing opportunities for individuals who are experiencing homelessness and are recipients of or eligible for health care provided through the California Department of Health Care Services (DHCS) Medi-Cal program. The goal of the program is to reduce the financial burden on local and state resources due to the overutilization of emergency rooms or incarceration as the first point of health care provision for persons who are experiencing homelessness, or chronic homelessness, and are considered a high-cost health user, as defined by the HHC Program.
