Emergency Medical Services
The San Mateo County Health Emergency Preparedness Program strengthens the ability of the medical, healthcare and public-health system to prepare for, respond to and recover from disasters, disease outbreaks, mass-casualty incidents and other emergencies. The program coordinates planning, training, exercises, communications, resource management and mutual aid across County Health, hospitals, clinics, EMS and fire agencies, emergency management and community partners.
Preparedness activities help partners understand their roles, maintain continuity of essential health services, test emergency plans and build the relationships needed for a coordinated countywide response.

During an emergency, the program supports coordinated medical and health operations through the County Health Department Operations Center and County Emergency Operations Center. Responsibilities may include healthcare-system situational awareness, patient distribution, medical transportation, resource requests, public-health response and coordination with regional and state agencies.
The Medical Health Operational Area Coordinator (MHOAC) Program serves as the primary coordination point for medical and health mutual aid. The Medical Reserve Corps can provide trained volunteer support, while the Healthcare Coalition connects hospitals and other healthcare partners for joint planning, information sharing, resource coordination and operational response.
