Aging & Disability Services

The Adult Protective Services (APS) program supports older adults (age 60 and over) and dependent adults (ages 18-59) who are victims of abuse, neglect or exploitation. Working with law enforcement and the District Attorney’s office, APS facilitates the investigation and prosecution of abuse, coordinates supportive services to victims and raises awareness through community outreach and training for potential responders.

Reporting Abuse & Fraud

Abuse can be financial, physical, emotional or sexual, and can also include neglect or isolation. Signs and symptoms can appear as someone not being cared for, having unexplained bruises, being depressed or anxious, or having unusual bank account activity.

To report suspected abuse or neglect, call Aging & Disability Services at 844-868-0938 to speak to a trained staff member 24 hours a day, 7 days a week.

The identity of the person reporting the abuse is protected and may be shared only with those listed in California’s Welfare and Intuitions Code, section 15633.5(b). Confidentiality may be waived by the reporter or by court order. You may also report abuse without providing your name, unless you are designated as a mandated reporter.

Mandated Reporting

If you are a mandated reporter, you can quickly and confidently file electronically, via DocuSign, form SOC 341 (Report of Suspected Abuse) or form SOC 342 (for use ONLY by financial institutions to report financial abuse).

Adult Protective Services: Home Safe Program

The Home Safe Program was established by Assembly Bill 1811 to support the safety & housing stability of seniors and adults with disabilities who are current Adult Protective Services clients or in the intake process and who are experiencing or at risk of homelessness. San Mateo County’s Adult Protective Services will administer the Home Safe program funds until August 31, 2027.

Program Requirements

Eligible clients must meet all criteria:

  1. Is an APS client, or in the APS intake process
  2. Is experiencing homelessness or is at imminent risk of homelessness; and
  3. Voluntarily agrees to participate in the program
