New Beginning Coalition

General information

San Mateo County Health’s Aging and Adult Services’ New Beginning Coalition (NBC) is a broad-based group of older adults, persons with disabilities, caregivers, and service providers whose mission is to improve the quality of life of San Mateo County’s diverse population of older adults and adults with disabilities. One of the ways that the NBC attempts to meet its mission is through the development, implementation, and monitoring of long-range strategic plan (Area Plan) for a continuum of services that is responsive to the needs of its consumers and acknowledges and incorporates the diversity that exists in San Mateo County. The Area Plan serves as a blueprint for all other plans regarding older adults and adults with disabilities NBC, with the assistance of the Commission on Aging and Commission on Disabilities, develops and implements the countywide strategic plan for services for older adults and adults with disabilities. NBC’s other roles include advocacy and community education. NBC meets quarterly.

The NBC, in coordination with the Commission on Aging (CoA) and the Commission on Disabilities (CoD), develops and implements a comprehensive process for involving consumers and agencies in the development of each new Area Plan. Participation includes representatives from key private non-profit and governmental agencies that provide services for older adults and adults with disabilities, consumers, representatives from minority communities, and the ongoing involvement of the CoA and CoD. Completed plans are submitted to California Department on Aging for approval after the Governing Board (San Mateo County Board of Supervisors) and the Advisory Council (CoA and CoD) have had the opportunity to participate in the planning process and to review and comment on the Area Plan. Area Plans are updated annually with new Area Plan being submitted every four years.

The meetings in 2023 are from 9:00 -10:30 am and are set for:

  • May 16th 
  • July 18th
  • September 19th
  • November 21st

The NBC Steering Committee

Select members from the NBC have responsibility for the development and management of the Area Plan in order to accomplish the goals, including collecting information and evaluating progress towards completion of those goals, and when necessary redirecting the progress towards meeting the goals. NBC Steering Committee members may design and/or conduct community assessments and gather community needs assessment data in collaboration with the NBC. Steering Committee members will engage current and potential NBC members in the planning, implementation, and evaluation process. They will also design, convene, and facilitate NBC meetings and conduct outreach to recruit new community leaders. Steering Committee members will actively participate in the Area Plan workgroups and report back to the other Steering Committee members.
