Questions and Answers:
1. "The program shall include a process to annually identify every dog and cat owner in applicable areas" . Does this refer to using lists of dogs and cats provided by local veterinarians as a resource in identifying animals which need to be licensed?
That is one way for this to be done, but we do not feel that this captures every dog and cat in the applicable areas.
2. "The program shall include a process to canvas all residents in the County on a routine basis, at least annually". Would it be correct to assume that the contractor would not be expected to physically canvas residences, but may be called upon to assist in the process?
We do not know how you define "physically canvas".
3. "The program shall include a process to notify new residents and residents of newly constructed housing tracts of licensing requirements". How would you anticipate the contractor assisting in this area?
We want the respondents of the RFP to give us their ideas.
4. In Section V, D Tabbing Sections, the tabs are listed. Can you describe how you want the physical proposal to be tabbed (for example, how the sections are organized only, or page dividers, or some other method)?
Please use page dividers, labeled appropriately.
